Medical Law Lecturer Appointed to Prestigious Technical Advisory Panel

Mrs Nomfundo Mthembu, a lecturer in the School of Law, has been appointed to the Technical Advisory Panel of the Office of Health Standards Compliance (OHSC) and the Health Ombud.

The appointment places her at the forefront of shaping legal, ethical and human rights frameworks that underpin healthcare regulation and service delivery in the country. As a National Research Foundation (NRF)-funded researcher specialising in Medical Law, her appointment is a testament to her recognised expertise and growing influence in the field of Medical Law.

It further reflects the NRF’s and the University of KwaZulu-Natal’s (UKZN) commitment to translating rigorous academic research into meaningful policy and societal impact. As a member of the Technical Advisory Panel, she will support the Office of the Health Standards Compliance and Health Ombud in key regulatory functions and through this work, she will contribute to safeguarding patient rights, enhancing accountability, and advancing health equity across South Africa’s healthcare system.

Despite being an early-career academic, Mthembu is already making an obvious impact in academia, public service and governance. She brings substantial governance experience through her service on Boards of Trustees, including the Hillcrest AIDS Centre Trust, where she provides strategic legal guidance to programmes supporting communities affected by HIV/AIDS, as well as the Hillcrest Advice Bureau and the Hillcrest Bursary Fund, which advance access to legal services, education, and social support for underserved communities. She also serves on the University Research Ethics Committee (UREC), underscoring her commitment to ethical oversight and regulatory compliance.

Mthembu’s influence extends beyond academia – she has facilitated specialised medical law seminars at hospitals and medical organisations, contributing to the practical application of legal and ethical standards within healthcare settings. Her international experience further enhances her academic profile as she has undertaken two visiting professorships at the University of Messina in Italy, where she interacted with diverse academic audiences and forged collaborative research partnerships in Medical Law and Health policy.

Reflecting on her appointment, Mthembu said: “I am deeply honoured to join the Technical Advisory Panel of the Office of Health Standards Compliance and the Health Ombud. This role allows me to bring research and legal expertise directly to the service of patients and communities, particularly in healthcare, where effective regulation is critical for safety, equity and ethical practice.

“This appointment represents a pinnacle of the impact my PhD seeks to make – translating academic research into real-world policy and practice that protects vulnerable communities and strengthens the healthcare system.”

Her appointment underscores the OHSC’s recognition of the value of research-driven insight, ethical governance, and interdisciplinary expertise in healthcare oversight. The School of Law has expressed immense pride in her achievement, describing it as a testament to the excellence of its academic staff and their meaningful contributions to public service, policy development, and societal transformation.
