
Biography
Dr Lukman Abdulrauf is a Senior Lecturer in the Department of Public Law, University of Ilorin Nigeria and Coordinator of Postgraduate Studies at the Faculty of Law, University of Ilorin, Nigeria. He is also a solicitor and advocate of the Supreme Court of Nigeria. He was previously a postdoctoral research fellow at the Department of Public Law, Faculty of Law, University of Pretoria South Africa and a recipient of the Iso Lomso Fellowship of the Stellenbosch Institute for Advanced Study, Stellenbosch. Dr. Abdulrauf obtained his Bachelors and Master’s Degrees in Law from Ahmadu Bello University Zaria and University of Ilorin, Ilorin respectively. He obtained his Doctorate Degree (LL.D) from University of Pretoria, South Africa in 2016 with a thesis on digital rights and data protection specifically.
Dr Abdulrauf has published extensively on data protection and transborder data flow both nationally and Internationally. Some of his works on data protection have appeared in high impact law journals such as the Liverpool Law Review and the Journal of Media Law and Information and Communication Technology Law. He is currently working on two books: the first is an edited book titled Data privacy in Africa: Prospects and Challenges which will be published by the Pretoria University Law Press (PULP) in 2022 and the Second is Constitutionalism on the Internet in Africa which is still a work in progress.
Dr. Abdulrauf has also presented his works in several international conferences such as the flagship Digital Citizens Research Network Conference in Melbourne Australia and the International Association of Comparative Law Conference in Fukuoka, Japan. He is also currently teaching courses associated with Digital Rights, Data Protection and Information Technology Law at the Undergraduate and Postgraduate level in University of Ilorin and other Universities in South Africa. Dr. Abdulrauf has also supervised several Masters and is currently supervising several Doctorate candidates on data protection and Information Technology Law. Finally, he is a member of the Facebook Expert Group of Privacy and Data Protection in Africa.
